I don't recall reading in White Dwarf how strict GW was about the use of the black book after subsequent codices were released. This was the last time you'd see a Squat Army List for Warhammer 40K - they were subsequently removed from the game. Some armies such as the Inquisition, various Imperial Agents and Squats would never receive a proper codex. This is an army with two different incarnations in Codex Imperial Agents and they are bringing a lot of old. This "black book" as it's commonly known, would be the codex for all armies until they received their own codices in turn.
